Data Methodology & Sourcing Architecture
How SolarTenders India indexes, extracts, and summarizes solar and electrical tenders from Indian public procurement portals—and why every contractor must independently verify the original documents before bidding.
SolarTenders India (solartendersindia.com) is an independent private subscription platform. We are NOT affiliated with GeM, CPPP, or any central or state government department. We do not submit tenders, provide legal or procurement representation, or guarantee tender awards.
1. Official Data Sources & State Coverage Matrix
Our automated indexing scrapers and editorial researchers monitor public, openly accessible procurement notices from authorized Indian e-procurement portals. We do not access proprietary, confidential, or non-public government repositories.

2. Collection Process & Record Classification
To maintain strict data integrity, all records in the SolarTenders India ecosystem are classified into two explicit categories:
Historical Procurement Benchmarks
Completed and archived public tender schedules maintained to benchmark qualification criteria, average price discovery per watt, and past award trends across Discoms.
Live Verified Portal Records
Directly indexed from official state or central tenders. Every live record contains the official unique Tender ID, buyer organization, submission deadline, and direct outbound links to the issuing government portal.
3. Twice-Daily Sync Cadence & Corrigendum Policy
Public e-procurement portals do not provide real-time websockets or push feeds; they publish tenders in periodic batches. To maintain the highest standard of accuracy without making misleading real-time claims:
- Twice-Daily Scheduled Ingestion: Our automated procurement sync runs twice daily at 06:00 AM IST (capturing overnight gazetted notices) and 06:00 PM IST (capturing end-of-day addenda).
- Explicit Last-Checked Timestamp on Every Card: Each tender record clearly displays the date and time it was last verified against the official portal (e.g., “Last checked: 03 Nov 2026, 06:00 IST”).
- Corrigenda & Deadline Extensions: Government procuring authorities frequently modify deadlines or technical clauses. Because portal session tokens expire, our platform provides a direct link to the official tender notice so contractors can immediately check for any last-minute corrigenda before submitting documents.
4. Preliminary Match Scoring Methodology
Our match scoring engine is deterministic, not subjective. It generates a Preliminary Filter Match (പ്രാഥമിക യോഗ്യതാ സൂചിക) comparing four basic operational criteria against published NIT requirements:
Checks whether your business is physically registered or licensed to operate in the tender's state jurisdiction.
Matches your core business domain (e.g. Solar Rooftop, PM-KUSUM Pumps, Substation Works) with the primary tender work code.
Compares your 3-year average turnover against standard public procurement rules (typically 30% to 50% of the estimated contract value).
Screens for mandatory statutory prerequisites (such as Class-A Electrical Inspectorate licence or MNRE test certification).
5. What SolarTenders India Does NOT Verify
Crucial Distinction: A 90% Match Score indicates strong preliminary suitability to help your team decide if a tender is worth 3 hours of reading. It is NOT a 90% probability of winning, nor is it a legal qualification certificate. Contractors must independently inspect mandatory clauses that automated tools cannot verify:
- Similar Past Completed Works: Exact MW or substation capacity thresholds completed within the last 5 financial years.
- OEM & Manufacturer Authorization: Tier-1 Solar PV Module and Inverter ALMM-approved manufacturer authorization certificates (MAF).
- Financial Solvency & Net Worth: Official bank solvency certificates, working capital liquidity, and chartered accountant net worth certificates.
- Litigation & Blacklisting History: Statutory declarations of non-debarment on official non-judicial stamp paper.
- Tender Award Decisions: SolarTenders India has zero role in technical evaluation committees, reverse auction bidding, or contract awards.
